Hetzner has had issues with this for quite a while now, and have gone from not requiring anything, to potential pre-payment, to all out ID verification over the years to combat things.
Couple of weeks ago I tested Hetzner cloud instances. I tested 3 similar 2GB 2core AMD zen2 instances with 7zip benchmark and the difference between them was ridiculous.
So hetzner was totally cheaper even without sharing my plex library for payment (which I never did) It ran great. I had a small arm computer exposing smb to the local network using rclone with sftp to.
However, Hetzner does not offer similar level of service. Sure you can use Amazon services too with Hetzner servers, but then you control things from two different places, get two.
